JUNIOR Club Based Referees
Starting this year, our leading junior teams are responsible for providing officials at their games.

CBR Courses
Check the Calendar as there are still some of these coming up. For most grades it is compulsory to have at least 2 qualified referees in a team from next season, without these we will have a lot of social teams as we can't enter teams if we don't have the referees.
It's a 4 hour course and I have to say it's really good. Lot's of FIFA video where you have to decide what the decisions are so very practical. Even if you have played for years I will guarantee you will learn some useful stuff. If you are a player you can also learn how to 'bend' some rules, probably shouldn't tell you that. The club will reimburse any player or parent wishing to attend.

2009 Season Requirements
This is what Mainland expect this season:
Proposed Criteria for Junior Leagues Div 1 and Div 2 2009
Mainland Football expects clubs in 2009 Div 1 and Div 2 to adhere to the criteria, with fines in place for non compliance.
Division 1
Staff Criteria

  • 11th and 12th grade must provide a coach who has attained the minimum of Junior Coaching Award, working towards Junior Coaching Certificate in the current season, a manager, a designated qualified referee, a qualified linesman and a qualified first aider.
  • 13th, 14th and 15th Grade must provide a coach who has attained the minimum of the Youth Coaching Award, working towards Youth Coaching Certificate in the current season, a manager, a designated qualified referee, a qualified linesman and a qualified first aider.
Division 2
Staff Criteria
  • 11th and 12th grade must provide a coach, a manager, a designated referee, a designated linesman and a first aider. These people must be working towards attaining the qualifications for Div 1.
  • 13th, 14th and 15th Grade must provide a coach, a manager, a designated referee, a designated linesman and a qualified first aider. These people must be working towards attaining the qualifications for Div 1
Qualified Referee and qualified linesman means a minimum of club based referee, the home team referees the whole game, and provides 1 linesman, and the away team provides 1 linesman.

Club Based Referees for Senior Grades - Mandatory for 2009
  1. Minimum of 2 members per team for divisions 3 to 6 inclusive, are to qualify as Club Based Referee (CBR) by attending an Introductory Referee Course (4 hour duration).
  2. Team entries will have to be accompanied with your qualified CBR's name.
  3. Team cards must be filled in and returned to Mainland Football and the card must have confirmation by both teams that the game was refereed by a QUALIFIED CBR (records will be kept). Regular checks will be made to make sure clubs are complying.
  4. Failure to supply a CBR will not result in any penalty in 2009 because the scheme is in a trial period. However if at least two CBR's are not supplied at time of team entry for 2010, the team will not be eligible to enter competitions.
  5. One CBR shirt will be supplied to each team and they are responsible to keep it in good condition. If it is lost the club will be charged for the replacement cost. Please contact Wayne Stapley to inform the shirt size you require.

The idea is three fold. To stop the cheating and fighting that goes on in the lower divisions and juniors, to get more people with a good knowledge of the laws of the game and the CBR's might actually enjoy the refereeing of games and eventually become fully fledged referees in time.
